Paul Figueroa, Ed. D.
Senior Consultant
Paul Figueroa is a senior consultant for the Geffner Group and a nationally recognized expert on procedural justice and police legitimacy. He also serves as an independent monitor for the judicial system. As a federal monitor, Dr. Figueroa assesses a wide array of compliance issues related to leadership, implicit bias, community relations, crime reduction, training, and accountability for large police departments across the United States. In a prior position, Dr. Figueroa served as the Assistant Chief of Police for the City of Oakland, California.
Paul is an adjunct professor at several universities and teaches courses in public-private partnerships, leadership, and criminal justice. He has conducted original research and developed a model for trust-building between law enforcement and the community.
Paul earned his Ed. D. in organizational leadership from the University of La Verne and a Master’s of Public Administration from Golden Gate University.
